Englishmen are apt to assert that at the present time we stand unrivalled, but their opinion may be treated as partial and prejudiced; and pessimists are not wanting who assert that our superiority is more apparent than real, although these prophets of evil have been comparatively silent of late, in view of the magnificent demonstration that has been made of our naval force. Almost the first words in Mr. King's introduc tion sufficiently indicate his Opinions. He says: England is in the forefront as the leader and model of all European naval powers. In London may be found naval attaches of nearly every important nation watching and studying with ceaseless vigilance the principles and science of naval architecture and engineering, especially the newer and later inventions, the experiments in artil lery practice, and the progress made every year in the science of warfare. Further on he adds: It may confidently be asserted that never since the application of steam propulsion to ships of war has the British Navy been relatively so strong as at the present time. Holding these views as the result of a careful personal investigation, it is not surprising to find that Mr. King spent a large part of his time in England, or that he devotes more than one-half of his space to English ships and English naval admini stration. Coming from so competent and well-informed a critic, it is satisfactory to find this conclusion reached as the result of a searching enquiry. When a man like Colin Campbell is taken to his rest in his seventy-first year, though we, his survivors, must be grate ful to Providence for having allowed him to live so long, yet we cannot admit, as we see most of our contemporaries have done, that he had attained the full term of human life for though many men at three score and ten are feeble and no longer able to be serviceable to their country, of use to their family, or a com fort to themselves, we know others, on the contrary, who are, like him, for all purposes, as young at that age as they were at fifty, and unless prematurely cut short by accident, their lives may extend to four score before they can be said to fall into that second childishness and mere oblivion, which do too frequently characterize that advanced period of life. Nevertheless, there are not wanting examples, such as Ziethen, Radelzky, Suwarrow and others, to say nothing of the late Duke of Wellington, who either gained great victories, conducted brilliant campaigns, or were considered as Nes tors in the senate at even eighty years of age. Therefore, it is that we do repine and grieve at the misfortune which has deprived us of the semces which such a man as Lord Clyde might, in case of necessity, have yet rendered to the fatherland. However, we must submit to the decrees of Providence, and while we are thank ful that there was such a man to finish the Indian mutiny, in the heavy time of need, let us pray that an emergency of equal impor tance may not again arise without another Colin Campbell to meet it. Excerpt from Colburn's United Service Magazine and Naval and Military Journal, 1851, Vol. 1 From the moment this change was effected in the military service of Europe, it became manifest that the doom of arbitrary power was sealed, though it was - and is still impossible, to foretell the date of its final overthrow, still the order of things which owed its existence to an nu reasoning army, must obviously pass more or less rapidly away, when that representative of the nation's energy and courage, assumes the right to exercise the privilege of thou ht. One of the most striking illustrations of this truth, contained in iistory, was supplied durin the last century by the armies of France, during the unha y quar be tween Great Britain and her North American colonies, w ich terminated on the founding of the United States. France, with apolicy which now appears to us short-sighted, but was then supposed to indicate consum mate prudence and sagacity, sent out a moderate force to coooperate with our revolted colonists. With the fortunes and issues of that war our readers are familiar, and they may have met also with historians, who have connected what was then accomplished beyond the Atlantic with what afterwards took place among our immediate neighbours. The French soldiers serving in America, when they asked themselves or were asked by others what was the principle for which they had drawn their swords, must have been conscious there was but one answer to be given, namely, that it was for popular liberty against power, and as it even tually turned out for a republic against a monarchy. Men easily iden tify themselves with the princi Is for which they contend, and almost necessarily believe that in all t e quarrels in which they engage, they are the defenders and upholders of the right. The French, therefore, in the course of the American war, having been made by accident the therapions of freedom, soon learned to be proud of the achievements in its defence. They talked to each other over their camp fires of what they had done for the re ublic, then rising in shadowy magnificence amid the mighty forests the New World, and though passionaw fond of their own country, thought of their return to its hereditary servi tude, not merely with reluctance but with indignation. I was then at an age to see everything en couleur do rose, my heart, as Byron says, was yet in its spring. A Stafi' appointment facilitated my entr to balls, fetes, and other attractive meetings; I had horses, servants, and ample funds to minister to my pleasures in short, it was by far the most brilliant period of my military career. On the retreat of the French from Belgium, early in 1814, that country was overrun by Russians, Prussians, and others of the Allied troops, whose exactions pressed heavily upon its inhabitants; when, therefore, Napoleon's ebbing fortune drew forward the confederates in a sweeping tide of success to Paris, we, who had gained neither honour nor profit while knocking our heads against stone walls in Dutch Brabant, were called upon to garrison some of the principal towns of the Netherlands, whose citizens welcomed us with open arms, knowing we would raise no contributions, nor take anything from them without payment. Our aged and brave Commander, Lord Lynedoch, who 'at gained his laurels as Sir Thomas Graham, left us, and was succeeded by the hereditary Prince of Orange, (now King of Holland) a General in the British Service, who maintained his head-quarters in the capital.
